By 2025, the Chinese government wants 178 pilot offshore aquaculture farms built in China. So far, taking on Beijing's ambitious target are shipbuilders and offshore oil and gas companies. Unsurprisingly, their designs resemble the large structures they build to extract fossil fuels from below the seabed.
