Oceana responds to new right whale report by calling for better speed enforcement, ropeless gear

Right whales are slow-moving animals, with a top swimming speed of around 6 miles per hour, the group said. They usually swim near the surface and, without a dorsal fin and with their dark color, they're not easy to spot
